JOB DESCRIPTION FOR REQUIRED STAFF OF LAMED
POSITION 1 Director-General and Head of Business Development
Responsibilities
i. Initiating the process of policy formulation for the Academy
ii. Overall responsibility for the implementation for the decisions of the Governing Board
iii. Efficient Management of resources of the Academy towards the realization of its goal
DUTIES
i. Designs and periodically reviews the training programmes of the Academy
ii. Implements decisions of the Governing Council and its standing and ad hoc committees
iii. Implements appropriate performance management systems for staff of the Academy
iv. Develops programme plans and annual budgets for approval by the Governing Council
v. Builds and sustains excellent relationship with other institutions
vi. Provide periodic financial and programme implementation reports to the Governing Council or its Chairman on its behalf
vii. Presides over all meetings of the staff of the Academy or appoints a proxy where necessary
viii. Carries out other assignments as directed by the Governing Council or its Chairman on its behalf
ix. Carries out marketing functions of the Academy
Key Performance Indicators
i. Rate of attendance at training sessions
ii. Rate of implementation of the decisions/directives of the Governing Council
iii. Rate of Budget performance
Performance standards
i. A minimum of 75% of planned attendance
ii. 100% implementation of decisions of Governing Councils and its Committees
iii. A minimum of 90% of revenue projection
iv. A minimum of 90% of projected profit
v. A minimum of 90% implementation of planned programmes
vi. Commencement of the Distance Learning Programme within six months of engagement
Qualification
i. A minimum of a masters degree with relevant professional qualifications
ii. Possession of a doctorate degree will be an advantage
iii. A minimum of five years relevant experience in training will be required.

Lateral:

POSITION 2 Head of Training & Enterprise Development Programme
Responsibilities
i. Designing and review of the training programmes of the Academy. These shall include microfinance and enterprise development training
ii. Planning and implementation of approved training plans
iii. Ensuring high quality of training programmes
iv. Ensure quality in training delivery
DUTIES
i. Designs and periodically reviews training programmes of the Academy within the guidelines provided by the Governing Council and management Team
ii. Produces periodic training plans.
iii. Plans and organizes training sessions to exceed expectations of clients
iv. Collaborates with others to conducts client satisfaction surveys and shares results with the Governing Council
v. Identifies and assists good Resource Persons
vi. Manage the Distance learning Programme
vii. Carries out other assignments as directed by the Director-General
Key Performance Indicators
i. Rate of attendance at training sessions
ii. Level of satisfaction of clients
iii. Rate of training programme implementation
iv. Rate of participation in the Distance Learning Programme
Performance standards
i. A minimum of 75% of planned attendance
ii. 90% participation in Distance Learning Programme
iii. A minimum of 90% implementation of planned programmes
iv. Commencement of the Distance Learning Programme within six months of engagement
Qualification
i. A minimum of a First degree in a relevant discipline
ii. Possession of a masters degree will be an advantage
iii. A minimum of three years relevant experience in training will be required.

POSITION 3 Head of Research and Publications
Responsibilities
i. Designing proposals for researches and studies
ii. Planning and implementation of research proposals
iii. Production of publications
iv. Management of the library and resource centre for LAPO Group
DUTIES
i. Designs research proposals
ii. Relates with relevant staff within the LAPO Group to identify study needs within the Group
viii. Plans and implements research and study proposals.
ix. Disseminates research findings
x. Collaborates with other persons within LAPO to produce relevant publications
xi. Manages LAPO Resource Centre and Archives
xii. Carries out other assignments as directed by the Director-General
Key Performance Indicators
i. Rate of production of researches and studies against projections
ii. Number of publications against projected
iii. Number of resource materials against projected
Performance standards
i. A minimum of 100% of planned researches and studies on time
ii. 90% of materials in the Resource Centre
iii. A minimum of 90% of projected number of publications
Qualification
i. A minimum of a First degree in a relevant discipline
ii. Possession of a masters degree will be an advantage
iii. A minimum of three years relevant experience in training will be required.

POSITION 4 Secretary to the Council and Head Administration and Marketing
Responsibilities
i. Arranging meetings of the Governing Council and its committees
ii. Ensuring smooth administration of the Academy
iii. Promotional activities for the Academy.
DUTIES
i. Develops meeting calendar for the Governing Council and its committees
ii. Takes and develops minutes of meetings of the Governing Council and its committees.
iii. Develops marketing plans for the Academy
iv. Develops and periodically review administration and people management procedures and manuals for the Academy
v. Prepares annual reports for the Academy.
vi. Carries out other assignments as directed by the Director-General
Key Performance Indicators
i. Number of meetings held as against number planned.
ii. Quality of minutes of meetings of the Governing Council and its committee
iii. Number of participants at programmes as against number planned
Performance standards
i. 100% of meetings planned held
ii. A minimum of 75% of participation in planned programmes
iii. Error free minutes and records of meetings
iv. Existence of Administration and People Management manual with six months of engagement
v. Production of Annual Report not later than April 30 of the following year.
Qualification
i. A minimum of a First degree in a relevant discipline
ii. Possession of a masters degree will be an advantage
iii. A minimum of three years relevant experience in training will be required.

POSITION 5 Head of Finance and Accounts
Responsibilities
i. Ensuring adequate financial management system is in place and properly operated
ii. Ensuring preparation of timely, accurate, and comprehensive periodic financial reports
iii. Ensuring that financial records are made available for periodic audit exercises
DUTIES
i. Designs appropriate accounting systems for the Academy
ii. Maintains all appropriate books of records and accounts for the Academy
iii. Prepares monthly financial statements for the Academy NOT later than 12th of the succeeding month
iv. Prepares annual financial statements (Profit and Loss, Balance Sheet and Cash Flow) not later than February of the succeeding months.
v. Prepares annual budgets and monthly cash budgets for the Academy
vi. Relates with the Group Internal Audit Unit as well as External Auditors for the purpose of conduct of audit exercises
vii. Prepares monthly budget monitoring statements for review by the Governing Council and Management
viii. Provides necessary professional advice and guidance on financial management
ix. Carries out other assignments as directed by the Director-General
Key Performance Indicators
i. Timeliness and accuracy of monthly financial reports
ii. Timeliness and accuracy of annual financial reports
iii. Timeliness of preparation of budgets
iv. Timeliness and accuracy of budget monitoring reports
v. Timeliness of completion of audit of annual financial statements
Performance standards
i. Annual budget ready latest on the 15th of January of the Financial Year
ii. Monthly financial statements with budget monitoring statements ready on the 12th of the succeeding months
iii. Audited annual financial statements ready latest on April 30 of the succeeding year
Qualification
i. A minimum of a First degree in a relevant discipline
ii. Possession of a masters degree will be an advantage
iii. A minimum of three years relevant experience in training will be required.
