VACANCY IN GLOBAL HEALTH FELLOWS PROGRAM

 

GHFP-II is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID)

 

1. POPULATION, HEALTH AND ENVIRONMENTAL TECHNICAL ADVISOR (GHFP II-P1-031)

LOCATION: WASHINGTON, DC

DURATION: 2 YEARS

- provide technical guidance and management oversight to population, health, environment (PHE) activities within the Office of Population and Reproductive Health programs

 

RESPONSIBILITIES

- Provide technical guidance to and assist with management oversight of the PHE projects implemented by the University of Rhode Island Coastal Resources Center and the Woodrow Wilson Center- Participate in the management of the USAID, MacArthur Foundation and Packard Foundation “Lake Victoria Basin Population, Health and Environment Partnership,” coordinating USAID-funded PHE activities, providing PHE technical input to proposals, work plans, and monitoring and evaluation plans, and maintaining close communication with Packard and MacArthur Foundation staff

- Support the AOR in managing the PHE cooperative agreements, providing input on project technical activities, assisting in the review and submission of work plans for approval, meeting regularly with project grantees, and assisting in the conduct of annual management reviews; Prepare and present project accomplishments as part of the annual PRH results review and work plan presentations

- Participate in the design of follow-on PHE projects; Provide expert technical advice and leadership to PRH, the Bureau for Global Health, other USAID/Washington units, and USAID Missions on PHE issues- Coordinate with other PRH AORs and Technical Advisors on PHE activities being implemented by their projects

- Ensure the open communication and exchange of PHE findings, best practices, and information across PRH, the Bureau for Global Health, field missions, and PHE programs

- Provide expert technical advice to USAID Missions in designing, implementing, or evaluating PHE issues; Promote USAID’s PHE activities to external audiences.

 

REQUIREMENTS

- Master’s Degree in Public Health, Environmental Studies, or related field

- 5 to 12 years of demonstrated experience working with developing country family planning and/or biodiversity, conservation/ natural resource management programs with at least 2years in international/ resource challenged setting

- Demonstrated technical expertise, leadership, and passion for the implementation of Population, Health, Environment (PHE) interventions, with a strong preference for experience with PHE in a developing country context- Knowledge of and experience with USAID and/or other key organizations active in the PHE field

- Strong project management skills including monitoring, evaluation and program design

- Demonstrated ability to develop strategies and priorities

- Good collaboration and team participation skills

- Excellent written and oral communication skills- Strong organizational skills and ability to multitask

- Willingness to travel domestically and internationally several times a year, for up to three weeks per trip

- Language proficiency in French or Portuguese a plus

- US Citizen or US Permanent Resident

 

2. FOOD SECURITY MONITORING AND EVALUATION ADVISOR (GHFP II-P1-030)

LOCATION: WASHINGTON, DC

DURATION: 2 YEARS

 

- work with the entire Performance Management Division to provide technical leadership and guidance on all M&E system development, evaluation design and implementation, data collection, analysis, and reporting requirements for agriculture, nutrition, and food security. The – also take the lead on overseeing the monitoring framework for the Feed the Future (FTF) Initiative and overseeing the sampling methods and process for FTF population-based indicators.

 

RESPONSIBILITIES

- Provide expertise to the Agency on agriculture, nutrition, and food security program monitoring and evaluation

- Provide technical assistance to focus missions on monitoring, evaluation, and reporting activities and M&E design and implementation

- Offer technical leadership to support the design and management of the FTF data collection and reporting system for the Performance Management Division, including program inputs, outputs, and outcomes

- Manage impact evaluations and connect these evaluations to the overall M&E framework and FTF Learning Agenda

- Support and guide the work of contractors charged with collecting the input and output data, and validate data in the system

- Support the Performance Management Division in developing and publishing guidance on specific components of the FTF M&E approach – Conduct analysis of the data elements to respond to queries and in order to prepare reports, including reports to Congress

 

- Analyze data from other global sources including impact data such as the World Bank, World Health Organization, UNICEF, the UN Food and Agriculture Organization, etc. regarding its utility to the FTF M&E approach; Oversee the sampling methods for FTF population-based surveys and their implementation by focus missions

- Provide global technical leadership with respect to agriculture, nutrition, and food security impact evaluation data and indicator development, including keeping abreast of developments in the global food security landscape on relevant indicators and surveys.

 

REQUIREMENTS

- Master’s degree in a social science such as economics, sociology, or related discipline

- At least 10 years’ progressively responsible experience in designing, implementing, and managing food security and/or health programs in developing countries with at least 3 to 5 years’ experience in international or resource challenged setting

- Demonstrated experience in household or food security-related surveys and/or monitoring and evaluation of food security programs- Excellent analytical skills that demonstrate an understanding of the current concepts, priorities, and issues in food security, data and program data collection

- Demonstrated use of computer skills required to implement, analyze, monitor, and manage food security program goals, inputs, outcomes, and achievements both program and impact

- Understanding of US Government’s budgeting and procurement policies and procedures- Experience in working with USAID Washington and Missions, host country governments, cooperating agencies, private voluntary organizations, internationally

- US citizenship required
