Job Title: Reproductive Health Doctor
: Maiduguri, Borno
Anticipated Start Date: 10th September, 2017
Scope of Work

  • The Medical Doctor will provide quality care in reproductive health services, including clinical care for sexual assault survivors and emergency obstetric and neonatal care.
  • The medical doctor will assist and provide guidance to the midwives on all aspects of RH services within the facility, as well as for the community RH components.
  • The medical doctor reports to the RH Manager

Position Objective

  • The Medical Doctor – Reproductive Health is responsible for clinical oversight and care for all patients coming for services at the RH facilities to ensure quality care in line with MoH / international protocols is provided contributing to reducing maternal and neonatal mortality.

Service Delivery:

  • Provide consultations for antenatal and postnatal care
  • Supervise intra-partum care and assist the midwives in deliveries as needed
  • Manage common complications in pregnancy, delivery and post-natally, and refer cases requiring comprehensive emergency obstetric and neonatal care
  • Staff Supervision & Development
  • Provide technical support and guidance for complications in pregnancy, assisted and complicated deliveries, and complications in the post-natal period.
  • Provide on-the-job training to midwives, nurses and auxiliary staff
  • Participate in training events for RH staff as facilitator and organizer
  • Participate in support supervision of RH services in IRC supported health facilities
  • Participate in and support midwives, nurses, community mobilizers and community health workers in activities that aim to increase women’s RH awareness and service utilization.
  • Provide counselling on family planning and provide FP commodities according to the client’s informed choice
  • Provide counselling and clinical care of sexual assault survivors and refer for psycho-social care
  • Provide post-abortion care according to MoH/international protocol, including counselling for FP.
  • Provide counselling and treatment of patients with STI, including partner treatment
  • Maintain infection prevention and control within and around the facility
  • Support RH Manager to organize regular meetings with local committees, and strengthening the community relationship.

Project Monitoring:

  • Supports and monitors medical staff in maintaining the registration of medical consultations and monthly data collection.
  • Reviews the data for quality and analysis to feed back to the RH manager
  • Contributes to the RH work plan and midterm evaluations, assists the RH manager in monitoring and follow up of specific RH indicators
  • Coordination & Representation
  • Works closely and coordinates with IRC supply chain, finance and grant staff to ensure activities are conducted within the timeframe and compliance of the grants.
  • Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government
  • Monitors the medical stock at the facility level and assists in timely requisition of new supplies from warehouse.
  • Explore possibilities of linking up RH community activities, and plan to reach out to „hard to reach‟ pregnant women, FP clients, and encouraging facility facilities.
  • Maintain effective relations with the Ministry of Health departments
  • Represent IRC during site visits of external guests and IRC head quarter visitors.


  • Consistently and proactively monitors and assesses the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs


  • Qualified Medical Doctor with Maternal Child health background and at least 3 years work experience
  • Experience implementing Basic Emergency Obstetric and Neonatal Care at PHCC level
  • Clear interest in and work experience with the MISP
  • Clear understanding of gender equality and gender issues for women and girls.
  • Ability to maintain beneficiary confidentiality and respect at all times is essential.
  • Ability and flexibility to understand and work within the cultural and political environment
  • Professional skills to provide sensitive and appropriate medical counseling
  • Able to provide positive and promoting input towards the RH/GBV team
  • Excellent communication skills, good spoken and writting English for concise reporting.

Job Title: Stabilization Center Doctor
Location: Maiduguri, Borno State
Anticipated start Date: 10th September, 2017.
Scope of Work

  • The Stabilization Doctor is responsible for running day to day activities of Mashamari stabilization center in Jere and he/she reports to the stabilization center manager and works closely with the Health and Nutrition Manager for Day to day administrative issues.
  • The stabilization center Doctor ensures the implementation of a quality clinical care of children admitted to the center in accordance with National and international standards.
  • He/she will directly supervise clinical staff and ensure staff maintain high professionalism throughout.
  • The stabilization Doctor will ensure quality of services in the stabilization center CMAM PROGRAMME through strengthening capacities on the clinical management of SAM and facilitating integration of services related to newborn and child health. With the support of the Nutrition coordinator and stabilization center manager.
  • The stabilization center Doctor will oversee night coverage activities/services provided to admitted cases (and caregivers) at the stabilization center and will generally be responsible for documentation and stock management of commodities, medicines/consumables and data tools.
  • The Medical Doctor will identify gaps in SC and take the necessary steps to address those gaps.
  • He/she provides technical oversight assistance in planning, implementing, and monitoring of high impact intervention and provides support in system strengthening and promotion of childhood nutrition, with special focus to the most vulnerable and unreached populations groups.

Key Areas of Accountability
Under direct supervision of the stabilization center manager, the stabilization center Doctor Will stabilization center functions:

  • Daily calculation of the quantity of food needed for the day to day based on the number of children present in phase I and transition or refers the work to somebody who will calculate and he supervises him.
  • Order the food for the SC In collaboration with the hospital dietician.
  • Order the drugs for the SC In collaboration with the pharmacist.
  • Manage the daily collection of the number of new admissions and exists and attendance from the registrar.
  • Weekly checks and transmit the statistics to the stabilization center manager
  • Give feed back to the team and take appropriate action
  • Compiles monthly reports and submits to coordinators and hospital/state leadership
  • Provision of high quality care to complicated SAM cases
  • Provide clinical care to complicated cases of SAM admitted at the stabilization center(SC)
  • Ensure clinical care provided at the SC is in accordance with the National guidelines for inpatient Management of SAM

Mentor and provide on the- job training on stabilization care and documentation to nurses and other health workers deployed to the SC to ensure:

  • Respect of approved protocol for management of acute malnutrition
  • Correct use of programme monitoring and evaluation (recording tool)
  • Appropriate use of resources, stock control and ordering procedures
  • Programme Management and Documentation
  • Monitor the in-patient Management of SAM
  • Supervise the use of medicines, medical supplies, and nutrition related commodities and data tools in the SC
  • Participate in the development and review of programme monitoring and evaluation tools where necessary
  • Ensure timely collection, compilation, and analysis of quality data as well as production of quantitative and qualitative reports regarding all IRC activities
  • Produce case studies related to in patient care, at least one per quarter or as per line manager’s request
  • Evaluate regularly the impact of the activities and propose changes for improvement
  • Prepare weekly and monthly activities reports and any other ad hoc report that may be required
  • Support the supply chain management and forecast for medicines, Medical supplies, Nutrition commodities (F-75, F-100, Resomal,) and data tools
  • Monitor the stock of commodities, medicines, medical supplies: calculate needs, decide quantities to be delivered to the stabilization center
  • Plan logistics and materials needs for the SC
  • Participate in stakeholder meetings on crosscutting health issues
  • Facilitate integration of services for a holistic approach of SAM by working in collaboration with partners

Therapeutic Feeding Functions:

  • Checks the pharmacy correct drug preparation, storage and stock balance etc
  • Checks food stock: food consumption and cleaning of the store
  • Food distribution: works with hospital dietician to ensure meals distributed on time and resect of the quantity
  • Maintains and supervises quality of medical care dispensed: drugs distribution correct application of the medical protocols : clinical follow up, rehydration , detection in times of the medical complication
  • Nutritional follow up: correct measurements and follow-up of the weight and edema
  • Individual cards and the attendance register book correct filling
  • Ensure and quality checks admission and exit: respect of criteria
  • Ensures and role-models respect for the dignity of the patients and the accompanying caretaker
  • Resolution of problems occurring between the patient and the personnel
  • Ensure that mothers are well informed about the functioning of the center, the state and the evolution of their child.

Clinical Functions:

  • Set work schedule to include overnights shared with emergency health manager and hospital physicians
  • Clinical examination of all patients with signs of complicated pathologies or presenting complication or refer by the nurses
  • Prescription management and follow up of severe and complicated cases in consultation with hospital physician
  • Adaptation and change of specific medical treatment and differential diagnosis in partnership with hospital physician
  • Authorizes and interprete rapid clinical laboratory
  • Referral of patients to hospital and between hospital
  • Training of hospital IRC nurses on routine treatment prescription (theoretical and on the job training)
  • Works in collaboration with the nurses to ensure medical care of quality
  • Works as a member of the team taking in consideration the non-medical problems encountered by the patients (feeding and psychosocial)
  • Develop relationship with medical counterparts with hospital

Staff Management:

  • Maintain an updated job descriptions conduct interviews, orient new staffs to the IRC and the stabilization center manager
  • Supervise the stabilization center staff (Nurse, help mothers, Mothers) directly provide ongoing leadership to the project team and overseeing implementation and coordination of activity plans to ensure targets are met
  • Provide ongoing supervision, leadership, training and technical support and guidance to nutrition staff and ensure all stabilization center staff adhere to best-practice principles in all aspects of program implementation
  • Overall responsibility for stabilization center staff team’s timesheet, workplan vacation schedules and staff training/development activities
  • Ensure performance management system documentation for all staff is in place and followed up regularly
  • Build staff capacity in workplan development and reporting to ensure accurate monitoring and documentation of activities
  • Recommend and implement a capacity building/development plan for project staff based on documented capacity needs assestment exercise
  • Ensure stabilization center staff understands and follows IRC and donor policies and procedures
  • Participate in nutrition related meetings seminars and workshop and feed information acquired back into programming
  • Work and strengthen relationship with Borno State ministry of health and hospital management board UNICEF and other partners implementing CMAM in the state


  • Medical degree (MBBS:MB, Bch) from a recognized/accredited university in Nigeria and registered with Nigeria Medical and Dental Council of Nigeria Dentist on board and have a valid practice license
  • At least three years post-graduation experience
  • Previous experience with other local and International NGO’S
  • Experience inn Nutrition in community based programs
  • Training and experience on treatment of acute malnutrition
  • Advocacy and logistics experience
  • Fluency in English, Hausa spoken and written, Kanuri added advantage

Job Title: Reproductive Health Officer
Location: Maiduguri (with frequent travel to Konduga), Borno State
Anticipated Start Date: 10th September, 2017
Duration: 5 months
Scope of Work

The Reproductive Health Officer is a member of the health team, and will be responsible for supporting and supervising a team of midwives and community mobilisers implementing emergency Reproductive Health activities in MMC/Jere and Konduga. He/She will also ensure liaison with the teams in Gwoza and Monguno, to ensure they are properly stocked with items stored in Maiduguri.
Position Objective

  • The RH officer is responsible for the day to day oversight of a team of midwives providing comprehensive reproductive health services: administrative oversight, time-sheets, scheduling, leave/travel requests etc.
  • The RH officer is responsible for managing community mobilisers to ensure the dissemination of key messages on RH services to target communities.
  • The RH officer is responsible for the quality assurance of the RH facilities from which IRC works; this includes four MOH facilities, one IDP camp RH facility in MMC/Jere and one comprehensive women’s center in Konduga. Ensure facilities are properly stocked with drugs, supplies, equipment, furniture etc, and facilities are maintained to a high standard to ensure quality care.
  • The RH officer is responsible to organize clinical and other training’s as needed by the program.

Team Management:

  • Day to day supervision of the team of IRC midwives providing
  • Clinical Care for Sexual Assault Survivors (CCSAS).
  • Basic and assisted delivery care (BEmONC),
  • Antenatal and Postnatal consultations,
  • Family Planning
  • STI treatment
  • Post-abortion care,
  • Referrals to the nearest Emergency Obstetric Care center
  • Manage community mobilisers to ensure the sensitization of target communities on the importance of reproductive health and on IRC services.
  • Together with RH Managers and Doctor, build the capacity of the teams, including organising formal training’s.

Facility level Quality Assurance and Program Procurement:

  • Ensure adherence to Universal Precautions and proper waste management at all IRC facilities.
  • Monitor stock and identify gaps together with midwives for all RH facilities.
  • Prepare Purchase Request forms for program supplies/activities and undertake field procurement as designated and authorized.
  • Monitor program supply inventory levels; perform monthly spot-checks on program inventory.
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation.

Coordination & Representation:

  • Coordinate activities with other sectors, particularly the Women’s Protection and Empowerment (WPE), Health and Environmental Health (EH) teams
  • Maintain respectful and constructive relations with partner staff, services providers and patients; work with and provide timely technical support to IRC’s implementing partners.
  • As requested, undertake/participate in liaison, coordination, and information sharing activities with other IRC sectors, national NGOs, international organizations, donors and government actors.

Community-related activities:

  • Support and actively participate in the mobilization of women and girls to improve RH education and service utilization, together with the Community Mobilisers, Community Health Workers (CHW), Traditional Birth Attendants (TBAs), community groups etc.
  • Support Community Mobilizers on the identification of knowledge gaps, the development and implementation of a work-plan.

M&E Responsibilities:

  • Together with Data Assistant, ensure accurate data-collection and maintain up to date data in all overseen facilities.
  • Compile daily, weekly and monthly health activity reports and submit in timely manner.
  • Contribute to monthly and quarterly RH work plans.


  • Other duties as assigned by the supervisor to enable and develop IRC programs.

Position Requirements

  • Background in Public Health.
  • 3-5 years of experience in RH setting.
  • Experience in an (I-)NGO preferred.
  • Ability to lead, train, supervise and facilitate other midwives and community mobilisers in their respective tasks.
  • Communication skills – able to discuss sensitive RH topics and provide RH education.
  • Willing / flexible to travel between field sites (including Monguno, Gwoza and Konduga).
  • Positive and professional attitude; able to organize, prioritize, multi-task and maintain composure under pressure, while maintaining attention to detail.
  • Ability to work as a member of a team.
  • Ability to communicate in English and write clear and concise reports in English.
  • Must be computer literate, including Microsoft Word and Excel.
